Bernard Brown is currently the Chair of the Housing Authority of the City of Frederick's (HACF) Board of Commissioners and has been for four years. He has been a member of the Board for six years. As a life-long resident of Frederick City, he retired from the Frederick County Public School System but continues as a member of the Lincoln Elementary School Association.
Mr. Brown has been a member of the Board for Community Action Agency, the Exulted ruler of the Mountain City Lodge Elks and the President of the Fairview Cemetery Association.

John D Yee (Jody) is serving his second term as Vice Chairman of the HACF Board of Commissioners. He is the VP/Compliance Officer of Woodsboro Bank and has worked in the compliance/auditing and local branch operations area for 20 years. He holds a bachelor's degree in Public Administration from Harding University in Searcy, AR and was credentialed in bank auditing, trust auditing and compliance from Cannon Financial Institute at the University of North Carolina, Charlotte. Jody is a longtime advocate of affordable housing in Frederick County, the Treasurer of the Religious Coalition for Emergency Human Needs, the former Board President of Habitat for Humanity and the Chair of the Affordable Housing Council of Frederick.

Phyllis C. Carroll has been a member of the HACF Board of Commissioners since July of 1994. She is a lifelong resident of Frederick and has always had an interest in the welfare of low-to-moderate income level families in the community. Ms. Carroll is an active resident and co-sponsor of the "Just Say No to Drugs Club" for the old John Hanson/Roger B. Taney communities and has also served as Vice-President for the Lincoln Resident Council for several years.

Janice M. Dorsey, a life-long resident of Frederick City, has been a member of the HACF Board of Commissioners since the mid 1990s. She has been an active member of the Resident Council and has served as the President or Vice-President for more than ten years. Her active participation in the community has included community policing, resident empowerment, fair housing & civil rights and bettering the lives of residents in public housing. She coordinated the Joint Resident Council and served as the Resident Secretary for the Resident Advisory Committee. Ms. Dorsey is committed to bettering the lives of the residents of public housing.

Delores Ambush is a native of Frederick Maryland. Known throughout the community, she is a graduate of Frederick High School and attended Frederick Community College. Ms. Ambush is committed to her community, participating in various organizations including the title of HACF Commissioner, the 8's ENUF Treasurer, United Way Advisory Panel Member and member of Madame C.J. Walker Temple #509. She is actively involved with Asbury United Methodist Church as a Trustee, President of the Usher Board, and member of the Sisters of Joy Choir, Finance Committee, Administrative Council, Worship Committee, and Disciple Class III.
