Lucas Village Community

Our Lucas Village community was built in 1972 and is located on the East side of Frederick across from the Frederick Fairgrounds. Our Family Services office, HeadStart Daycare Center, the PAL Center and our community garden are located in Lucas Village. This community is approximately four blocks from downtown Frederick.

The homes include a combination of duplexes, townhouses and apartments located on Pennsylvania Avenue, Rhode Island Ct and Vermont Ct. Every unit has tile floors throughout and wood cabinets in the kitchen. The Lucas Village community consists of one to five bedroom units that offer gas heat, gas stove and air conditioning.

All families in public housing may choose between a Formula Rent and the Flat Rent. Formula Rent is based on 30% of the household’s adjusted income. Flat Rent for the Lucas Village community are as follows:

Families that choose the Flat Rent may switch to the Formula Rent in the event that there is a change in income that necessitates such.
